Summary

ORIC offers training in corporate governance for Indigenous corporations and their directors. Two of these training programs are the three-day Introductory Corporate Governance Workshops and the Certificate IV in Business (Governance). Details of these programs are listed below.

Introductory Corporate Governance Workshops

A step up from the information sessions are the highly interactive three-day Introductory Corporate Governance Workshops offered by ORIC. These workshops are targeted at highest need sites and groups. Entry is by application, and participants sign joint learning agreements. Upon completing the workshop, participants are encouraged to continue with accredited training, including the Certificate IV in Business (Governance) and the Diploma in Business (Governance).

ORIC’s Queensland pilot of workshops resulted in:

• higher than expected interest
• sustained good attendance for the three days
• excellent feedback from participants
• many expressions of interest to undertake the Certificate IV training course
• strong enrolment in the first delivery of Certificate IV training – the Cairns and Townsville introductory workshops resulted in 42 per cent and 33 per cent of participants, respectively, beginning the Certificate IV course
• a high proportion of female participants – 54 per cent of those in the introductory workshops and 76 per cent of those who have begun the Certificate IV course.

ORIC has maintained training in Queensland, expanded it to the Northern Territory and Western Australia, and offers workshops in other states.

Certificate IV in Business (Governance) - 'Managing in Two Worlds'

Certificate IV in Business (Governance) is a nationally recognised training package developed specifically for Indigenous people who wish to attain recognised skills in corporate governance and management. It is a competency-based training program that requires participants to demonstrate their competence in a range of skills relevant to corporate governance.

The Certificate IV package includes 32 competencies, of which 13 must be completed for a Certificate IV. Following that, another 13 must be completed at a higher level for a Diploma of Business (Governance). The Certificate IV must be delivered by a registered training organisation. In line with Commonwealth procurement guidelines and policies, ORIC selected a panel of registered training organisations. Of these, we have contracts to deliver accredited training with:

• Tropical North Queensland Institute of TAFE
• Maningrida Jobs Education and Training Centre

The certificate course being delivered by Tropical North Queensland Institute of TAFE in Queensland and the Torres Strait covers the following 13 competencies in four one‑week blocks over a period of several months:

• meet the roles and responsibilities of directors
• use the rule book (previously known as the constitution)
• manage a board of directors meeting
• plan for organisational needs
• use the business plan
• oversee business planning
• develop organisational policies
• monitor financial management and budgets
• oversee the organisation’s annual budget
• manage assets
• maintain and protect culture
• communicate with the community
• implement a businesslike approach.

Maningrida Jobs Education and Training Centre has been engaged to provide three modules of the Certificate IV course in Maningrida and began delivery of the training in February 2004. The modules are:

• meet the roles and responsibilities of directors
• use the rule book (previously known as the constitution)
• monitor financial management and budgets

Options for offering the Diploma in Business (Governance) are also being investigated.
